Thousands of Villa Montellano Families Set to Receive Property Titles as Punta Bergantín Development Moves Forward

VILLA MONTELLANO, Puerto Plata – More than 3,000 families in the municipality of Villa Montellano are moving closer to receiving formal titles to properties they have occupied for many years, as the Technical Execution Unit of State Land Title (UTECT) advances its National Titling Plan in Puerto Plata Province.

The current operation involves the signing of donation and transfer documents, an important legal step before definitive property title certificates can be issued to beneficiaries.

For families who have lived on state-owned land for decades without formal documentation, the process represents much more than paperwork. A legal title provides greater security of ownership, strengthens family assets, and can increase the value and economic potential of their property.

More Than 3,000 Families in Montellano

During a supervisory visit to the different titling operations taking place throughout Puerto Plata Province, UTECT Executive Director Duarte Méndez Peña highlighted the progress being made in Villa Montellano and the strong participation of local residents.

UTECT legal teams are carrying out the signing operation at the Madre Teresa de Calcutta Educational Center, where beneficiaries are completing the necessary documentation before receiving their definitive property titles.

Méndez Peña explained that the current operation is expected to benefit more than 3,000 families in the municipality.

“We are working so that more and more families of Puerto Plata can receive legal certainty, which is a title deed.”

The official also pointed to the recent completion of a social census operation in the San Marcos sector, where 3,578 results were obtained, as part of the wider titling programme being carried out in the province.

The UTECT is currently developing titling projects not only in Villa Montellano but also in San Marcos, El Javillar, Vista Bella, Cerro Isabela, and Belloso. Across these projects, the Government expects to deliver more than 6,000 property titles in Puerto Plata Province.

Why Property Titles Matter

Formal property ownership can have a significant long-term impact on families and communities.

For homeowners, a definitive title provides legal certainty and protection of property rights. It can also strengthen household wealth by giving owners a formally recognised asset that can be transferred to future generations.

At a wider community level, formalising property ownership can help encourage investment, improve confidence in local real estate, and create a stronger foundation for future economic development.

Montellano Mayor Héctor Almonte described the process as transformational for families who have waited many years for legal recognition of their homes.

He said that receiving a title provides families with greater peace of mind, stability, and new opportunities for development, while praising the efficiency and organisation of the UTECT operation.

An Important Development for Villa Montellano

The timing of the titling programme is particularly significant because Villa Montellano is entering a period of potentially major economic and tourism development.

The municipality is home to Punta Bergantín, a large-scale tourism and economic development project being developed along the Puerto Plata coast. The project is intended to create a new tourism destination incorporating hotels, residential and mixed-use development, commercial areas, recreational facilities, and other services. Official project information describes Punta Bergantín as a development that will help transform Villa Montellano from a community historically associated with the sugar industry toward one with a stronger tourism focus. (Punta Bergantín)

The scale of the development makes the strengthening of the local community particularly important. Punta Bergantín’s master plan includes multiple hotels, vacation and mixed-use units, together with commercial and recreational facilities. The project also places emphasis on sustainability and community development. (Punta Bergantín)

Recent work has included the development of the Meliá Bergantín Beach hotel, while other international hotel brands are expected to participate in the wider development. The Dominican Presidency has described Punta Bergantín as an important part of the effort to relaunch Puerto Plata’s tourism industry and position the North Coast as a world-class destination. Property Security and Economic Opportunity

The combination of property regularisation and major investment could prove particularly important for Villa Montellano.

As tourism development progresses, local residents and businesses are likely to encounter new opportunities for employment, commerce, and entrepreneurship. A secure property title gives families a stronger legal and financial foundation from which to participate in that changing economy.

The potential economic impact is already attracting attention. A study presented in July 2026 examined the expected economic effects of Punta Bergantín’s operations on Villa Montellano, including its potential impact on employment, household income, and the local economy. (Gobernación Puerto Plata)

This makes the current titling programme particularly timely. Providing families with legal certainty over their property can help ensure that the community itself is better positioned to participate in the opportunities created by the development taking place around it.

A New Chapter for Villa Montellano

Villa Montellano has a long history rooted in agriculture and the sugar industry. Today, the municipality stands at the beginning of a potentially very different economic chapter.

The formalisation of property ownership may provide thousands of families with greater security, while Punta Bergantín is expected to bring substantial new tourism investment, infrastructure, and commercial activity to the area.

For Puerto Plata Province as a whole, these developments represent more than individual projects. They form part of a broader transformation of the North Coast, with the potential to create stronger communities, new employment opportunities, and increased economic activity.

The challenge will be ensuring that local residents and businesses are prepared to take advantage of those opportunities as they emerge.

For Villa Montellano, the combination of secure property ownership, community development, and major tourism investment could prove to be an important foundation for the municipality’s future.

Puerto Plata will continue to strengthen its position as the Dominican Republic’s leading cruise destination during August 2026, with 29 cruise ship calls scheduled between the Amber Cove and Taíno Bay cruise terminals.

According to the Dominican Port Authority (APORDOM), 15 cruise ships are scheduled to dock at Amber Cove, while 14 will arrive at Taíno Bay, bringing thousands of international visitors to Puerto Plata throughout the month.

The schedule features vessels from some of the world’s best-known cruise operators, including Carnival Cruise Line, Norwegian Cruise Line, MSC Cruises, Princess Cruises, and Celebrity Cruises, reflecting the continued confidence these companies place in Puerto Plata as one of the Caribbean’s premier cruise destinations.

Around 100,000 Visitors Expected

Although the exact passenger numbers vary from ship to ship and not every passenger disembarks, modern cruise ships visiting Puerto Plata typically carry between 3,000 and 4,000 passengers. Based on the August schedule, the province could welcome close to 100,000 cruise passengers during the month, providing another significant boost to the local economy.

These visitors support hundreds of local businesses, including restaurants, cafés, shops, excursion providers, tour guides, taxi drivers, transportation companies, attractions, artisans, and many other tourism-related enterprises throughout Puerto Plata Province.

The busiest days are expected to be 5th, 18th and 19th August, when three cruise ships are scheduled to be in port simultaneously, creating excellent opportunities for businesses serving both visitors and local residents.

Continued Confidence in Puerto Plata

APORDOM Executive Director Jean Luis Rodríguez said the August schedule demonstrates the continued confidence that major international cruise lines have in the Dominican Republic’s ports.

“Receiving 29 cruise ship calls in Puerto Plata during August demonstrates the confidence that major cruise lines continue to place in the Dominican Republic. At APORDOM, we continue working to guarantee safe, modern, and efficient ports, capable of meeting the demands of an increasingly competitive industry and continuing to contribute to the economic and tourism development of our country.”

Among the vessels making the most frequent visits during August are NCL Luna, with five scheduled calls, Caribbean Princess with four, and Carnival Mardi Gras and Carnival Vista, each making three visits to Puerto Plata.

APORDOM also noted that this performance is particularly encouraging because August falls within the Caribbean’s traditional low cruise season, when itineraries are often reduced due to the summer and hurricane season. Maintaining this level of activity further demonstrates Puerto Plata’s growing importance within the regional cruise industry.

Make It Easy for Visitors to Find Your Business

With almost 100,000 potential visitors expected during August alone, local businesses have an excellent opportunity to attract new customers. Many cruise passengers research restaurants, attractions, shops, transportation, and other services before their ship arrives, while others search online after docking to decide how best to spend their limited time ashore.

A Continuing Boost for the Local Economy

Each cruise ship arrival represents a valuable economic opportunity for the province. The steady flow of passengers supports a wide range of local businesses and services, including restaurants, cafés, gift shops, tour operators, transportation providers, museums, attractions, artisans, and independent retailers.

Cruise tourism also provides employment and income for hundreds of local residents, including licensed tour guides, taxi drivers, excursion operators, photographers, street vendors, and many small businesses that rely on visitor spending throughout the year.

With many passengers choosing to explore Puerto Plata independently rather than joining organised shore excursions, businesses located within the city and surrounding communities continue to benefit from increased foot traffic and direct customer engagement.

Puerto Plata’s Growing International Reputation

The continued growth in cruise arrivals reflects the confidence that major international cruise operators have in Puerto Plata as a safe, attractive, and well-organised destination. Significant investment in port infrastructure, visitor facilities, and destination management has helped position the province as one of the leading cruise hubs in the Caribbean.

The development of both Amber Cove and Taíno Bay has transformed Puerto Plata into a destination capable of welcoming multiple cruise ships simultaneously, allowing visitors easy access to the city’s historic centre, beaches, cultural attractions, and the many natural attractions found throughout the province.

Commitment to Quality Visitor Experiences

The Dominican Republic’s Ministry of Tourism continues to work closely with port authorities, local government, tourism organisations, and private-sector stakeholders to ensure every cruise passenger enjoys a safe, welcoming, and memorable visit.

Ongoing improvements to visitor services, transportation, security, and tourism infrastructure are helping to maintain Puerto Plata’s growing reputation while supporting the sustainable development of the region’s tourism industry.

An Opportunity for Local Businesses

June cruise ship arrivals confirmed by APORDOM expect 32 arrivals at Dominican ports, led by Amber Cove in Puerto Plata with 17 vessels, followed by Taíno Bay, also in Puerto Plata, with 13, and Port Cabo Rojo in Pedernales with two.

June cruise ships

The agency projects a 23.1% increase in cruise arrivals compared to June of last year, when 26 ships docked in the country, reflecting the sector’s sustained momentum. APORDOM noted that schedules remain subject to changes due to weather conditions, as the Hurricane season begins in June, and cruise line adjustments.

Puerto Plata will welcome 29 cruise ships during the month of May 2026, according to the official calendar of the Ministry of Tourism, with 16 arrivals in Amber Cove and 13 at Taíno Bay.

This programming reaffirms the operational stability of the destination and the confidence of the main cruise lines, keeping Puerto Plata as one of the most active ports in the country in this segment.

may cruise liners

The Minister of Tourism, David Collado, has highlighted the promotion of cruise tourism as an engine of economic development, while the head of the Tourist Office of Puerto Plata, Yokasta Almonte, pointed out that these arrivals continue to strengthen the value chain of the destination and benefit the different sectors linked to tourism activity.

Although the number of ships shows a decrease from previous months, it is important to realize that cruising is seasonal, and as we move towards the summer, the number of liners being offered by the main operators declines.

The Ministry of Tourism of the Dominican Republic has announced that Puerto Plata is scheduled to receive 54 cruise ship calls in April 2026, further highlighting the sustained growth of cruise tourism in the country’s northern region.
Of these arrivals, 19 ships will dock at Amber Cove, while 35 ships are expected at Taíno Bay, reinforcing Puerto Plata’s position as one of the Caribbean’s leading cruise destinations.

Tourism Minister David Collado attributed the strong performance of the cruise sector to a strategy focused on planning, operational monitoring, and continuous improvement of visitor services. This approach has strengthened the Dominican Republic’s competitiveness within the Caribbean cruise market.

Local tourism authorities also noted that the April schedule allows for more efficient operational planning, enabling better coordination between port operators, tour providers, and government institutions. This results in smoother passenger flows and an enhanced visitor experience.

The projected volume of arrivals is expected to:

With consistent planning and strong institutional collaboration, Puerto Plata continues to consolidate its role as a major cruise tourism hub in the region.

Major Investment Announced for Puerto Plata Cable Car

In a separate development, José Ignacio Paliza and David Collado recently presented a project for the comprehensive rehabilitation of the Puerto Plata Cable Car, with an investment exceeding US$20 million.

Funding for the project will come from the Ministry of Tourism (MITUR) and the Dominican Institute of Civil Aviation (IDAC).

Project Scope and Improvements

The rehabilitation project includes three main components:

Paliza emphasized the importance of modernizing one of the country’s most iconic attractions:

“The Puerto Plata Cable Car has been for five decades a symbol of Dominican tourism. Today we are beginning a process to ensure greater safety, cutting-edge technology, and a world-class experience.”

Key Upgrades

The project will deliver significant improvements, including:

Minister Collado explained that the previous closure of the cable car was a necessary safety measure, taken in response to concerns from local residents.

He also confirmed that the redevelopment will include upgrades to vendor areas, ensuring that local merchants are not displaced during the process.

International Standards and Timeline

The upgraded system will comply with European UNE-EN safety standards, including:

The project will be led by the Execution Unit for the Readequacy of Neighborhoods and Environments (URBE) and is expected to take approximately 18 months from the awarding of the contract.

Additionally, authorities confirmed that President Luis Abinader will repeal Decree 162-25, after identifying the necessary funding to proceed without the previously proposed public trust structure.

A Strong Outlook for Puerto Plata

With record cruise arrivals and major infrastructure investments underway, Puerto Plata continues to strengthen its appeal as a top-tier Caribbean destination. These developments not only enhance the visitor experience but also create lasting economic opportunities for the region.

The full list of arrivals can be found on the following chart:

March Cruise ListThe Minister of Tourism, David Collado, has reiterated that strengthening cruise tourism is part of the national strategy aimed at boosting the economic development of destinations providing greater opportunities for local communities linked to tourism.

In that same vein, Yokasta Almonte, head of the Puerto Plata Tourism Office, highlighted that the constant flow of arrivals reaffirms the confidence of the main cruise lines in the destination’s port infrastructure, as well as in the quality and diversity of its tourism offerings.

The economic impact of this movement is directly reflected in the dynamism of local commerce, tourist transport, organized excursions, and complementary services, sectors that experience an increase in demand every time ships dock in the province.

Authorities and stakeholders in the sector agree that these figures strengthen Puerto Plata’s position as a strategic hub for maritime tourism in the Dominican Republic, consolidating its role as a key gateway for thousands of international visitors arriving in the country by sea.

Puerto Plata’s tourism surge shows no signs of slowing down. As part of the national strategy to cement the Dominican Republic as the Caribbean’s premier cruise hub, the province is preparing for a high-traffic February 2026.

While February is the shortest month of the year, it is packing a heavy punch. A total of 65 cruise ships are scheduled to arrive, bringing a wave of international visitors to our shores.

A National Tourism Boom

It isn’t just Puerto Plata seeing the action. Across the country, over 100 liners will be docking this month, with simultaneous stops in La Romana, Samaná, and Cabo Rojo. The long-anticipated Amber Highway, a project designed to connect the cities of Puerto Plata and Santiago in as little as 30 minutes, has taken an important step toward becoming a reality. The Ministry of Public Works and Communications (MOPC), through the RD-Vial Trust, has officially opened the public tender for the design and construction of the roadway. This new route will link Santiago’s Northern Bypass with the Puerto Plata–Sosúa highway, forming a key section of the Amber Highway corridor.

Public Tender Details

Qualified bidders—those registered in the State Supplier Registry (RPE) under the General Directorate of Public Procurement (DGCP)—may obtain the tender’s Terms and Conditions starting Thursday. Documents are available through the RD-Vial Trust’s Purchasing and Contracting Department, Monday to Friday from 8:00 a.m. to 4:00 p.m., or can be downloaded from the institution’s official website.

The tender process requires the submission of two components:

Proposals may be submitted digitally through the Dominican State’s SECP platform or physically in sealed envelopes. Physical submissions will be accepted until 12:00 p.m. on Friday, March 20, 2026, at the RD-Vial Trust Meeting Room. The public opening of the technical proposals will follow the timeline outlined in the tender’s Specific Conditions.

Positive Reactions From the Business Community

Mileyka Brugal, president of the Puerto Plata Chamber of Commerce and Production, recently emphasized the positive impact the Amber Highway will have on the “Atlantic Bride” and the wider northern region. She noted that the project will complement the development of Punta Bergantín, further strengthening economic and tourism growth in the province.

Brugal added that the highway will give Puerto Plata a significant competitive advantage, meeting the growing demand for new experiences among cruise passengers. The improved connectivity will also position Santiago as a valuable allied destination, while cruise arrivals continue through Amber Cove and Taíno Bay.

Additional Benefits

Although not explicitly mentioned, one major advantage is the potential for more affordable travel options. Airfares into Santiago’s Cibao International Airport are often substantially lower than those to Gregorio Luperón International Airport in Puerto Plata. However, the current winding and time-consuming road between the two cities discourages many visitors. A modern highway—and a journey of roughly 30 minutes—would make flying into Santiago a much more attractive alternative and could help draw even more visitors to the North Coast. This may also provide competition to the highly commercialized Punta Cana region.

A Bright Outlook for Puerto Plata

With enhanced regional connectivity, growing tourism demand, and major investments underway, the future for Puerto Plata looks exceptionally promising.
